Zooming and scaling must not be disabled

Why it matters

A viewport meta tag with user-scalable=no or a low maximum-scale blocks low-vision users from zooming in to read content, one of the most basic accessibility accommodations a browser offers.

How to fix it

Remove user-scalable=no and any maximum-scale below 5 from the viewport meta tag.
